One month after three Indianola aldermen voted in December 2023 to pay Spencer Construction $38,900 for the work they had completed on a home renovation project, Ward 4 Alderman Marvin Elder asked the contractor if he would consider returning the money to the city.
At the time, owner Fredrick Spencer politely declined that request.
