David M. Keys Sr., who recently earned an Ed.D., has accepted the position of Information Technology Manager at the United States Government Publishing Office in Washington, DC.
Keys is the son of Isaiah and Mamie Keys of Indianola and is a 1986 graduate of Gentry High School.
In this positon, Keys manages the Information Technology (IT) systems at Security & Intelligent Documents (SID), the GPO business unit that designs, prints, personalizes and delivers Secure Federal Credentials for many Government Agencies, which includes the U.S. passport for the State Department.
Keys joined the GPO in 2008 as an IT specialist. He was employed as a senior member of the GPO IT team that worked with the State Department to produce more than 75 million electronic Passports as of 2012.
Keys and his team are responsible for maintaining the secure and complex IT systems that produce the Transportation Worker Identification Credential (TWIC) and Trusted Traveler Program Card (TTP) for Homeland Security, Veterans Identification Card (VIC) for Department of Veterans Affairs, Border Crossing Card (BCC) and Office of Foreign Missions (OFM) card for Department of State.
These systems also produce credentials for law enforcement officers as well as presidential Inauguration credentials.
Prior to joining the GPO, Keys was with the National Archives and Records Administration (NARA) in College Park, Maryland.
Keys was initially tasked to maintain and update the database for Korean War and Vietnam War fatal casualties. While at NARA, Keys was assigned to a special project for the Executive Office of the President of the United States where he was tasked to preserve emails of the Presidents of the United States upon their leaving office.
Keys attended Jackson State University prior to completing his B.S. in Political Science at Bowie State University in Bowie, Maryland.
Keys continued his studies at Strayer University in Washington, DC where he earned a Master of Science in Information Systems (MSIS).
Keys attended Nova Southeastern University where he earned a Doctorate of Education in Organizational Leadership.
Keys has participated in Cyber Security training in London, England, and Duke University’s Project Management Professional Training and Lean Six Sigma Greenbelt Certification Training.
Keys is a veteran of the United States Army Reserve (Greenville). He also served as a volunteer police officer for the Washington DC Metropolitan Police Department.
Keys is a member of Kappa Kappa Psi National Honorary Band Fraternity, Kappa Alpha Psi Fraternity Incorporated and a member of S.T. Kendall #153 Lodge, Free and Accepted Masons.
