Indianola’s city government ground to a halt Monday night, leaving city business undone and residents in limbo, after three aldermen failed to attend a regular board meeting.
Their absences left the city without a quorum and unable to act on 43 agenda items—many of them represented as urgent.
Ward 3 Alderman Ruben Woods, Ward 4 Alderman Marvin Elder and Ward 5 Alderman Sam Brock Jr. were all absent without explanation.
Mayor Ken Featherstone, City Clerk Stephanie Washington, Interim City Attorney Mack Arthur Turner, and Aldermen Gary Fratesi (Ward 1) and Darrell Simpson (Ward 2) were present.
Around 7:13 p.m., Featherstone and Washington attempted to contact the absent members. When no one could be reached and the minimum quorum—three aldermen and the mayor—was not met, the mayor announced to a nearly full room of citizens that the meeting would not proceed.
According to city ordinance Sec. 2-25, an absent quorum mandates that the chief of police adjourn the meeting until no later than the following day. The ordinance further stipulates that aldermen missing a regular meeting without a “good and sufficient excuse” will forfeit compensation for the first meeting they attend after the unexcused absence.
Because the quorum was not met, no official business could be conducted, leaving numerous issues unresolved with potential consequences for city finances, services and residents.
Among the delayed items were:
• Acceptance of a $38,900 check from Spencer Construction
• Hiring of special legal counsel for a time-sensitive appeal involving former City Attorney Derrick Hopson’s termination
• Approval of a retainer agreement with Mack Arthur Law, LLC
• Review of the redistricting report from Sunflower County Circuit Clerk Carolyn Hamilton
• Acceptance of a 2024 Mack Knuckle Boom Truck and a crane truck, both essential for city maintenance
• Consideration of a motion regarding the Mississippi Home Corporation matter
• Payment for Indianola’s share of a new helicopter pad at South Sunflower County Hospital, vital for emergency response
• Authorization of claims for vendors, staff, and city services
With no immediate plan to reschedule and the ordinance limiting adjournment to the following day, Indianola faces possibly two more weeks without this business being addressed, absent a special called meeting.
